California tracks, TOC alter allowance
conditions to increase field size

California racetracks and the Thoroughbred Owners of California have agreed to a condition change for allowance races in the state.

Previously, allowances races had been offered for nonwinners of $3,000 other than maiden, claiming, or starter races. The monetary limit has been increased to $7,500, which will allow more South American winners to be eligible at the conditions. The one exception would be horses that win group stakes valued at less than $7,500.

"This will let some horses, especially those from South America, run where they belong," said Martin Panza, Hollywood Park's racing secretary. "The $3,000 number has been around for about 30 years, and because of inflation, it's probably wise to move it up. We have a shortage of allowance horses, and this should encourage owners to bring more horses to Southern California."

TOC Chairman Ron Charles said the horse population at the state's tracks continues to be a top priority for the group this year.

"This represents the first step in addressing a serious horse inventory challenge in California," Charles said. "We will continue to work toward identifying other innovative solutions to this."

The new condition will take effect with Santa Anita's final condition book, covering April 14 to April 18. Hollywood Park will incorporate the condition when that meeting begins on April 21. The change will also be implemented in Northern California.

"The influx of out-of-state horses to Northern California is a vital requirement to our success," said Tom Doutrich, racing secretary at Bay Meadows Race Course and Golden Gate Fields. "This incentive can only help us in bringing horses here and in filling our allowance races."

Equine Passport Keeps Animals "Good to Go"

State livestock health officials in Texas, Arkansas, Oklahoma and Mississippi have forged a reciprocal livestock health agreement, making it easier for horse enthusiasts to travel between and within these states with their equine. On January 1, the group ushered in an "Equine Passport" that is valid for six months and can be used in lieu of the certificate of veterinary inspection (health paper) , good for only 30 to 45 days, depending on the state in which it is presented.

"We spent months working with the other states to develop the passport, so owners could easily travel with their animals to rodeos, trail rides, competitions and events within the four states," said Dr. Beals, Texas state veterinarian and executive director for the Texas Animal Health Commission (TAHC), the state's livestock health regulatory agency. "TAHC regulations prohibit the use of the Equine Passport for entry into pari-mutuel race tracks. All other major shows and events welcome either the new document or a certificate of veterinary inspection."

"Private veterinary practitioners have been very supportive of the passport, as it cuts down on filling out paperwork for their clients who are on the rodeo, trail ride or other event circuit," said Dr. Beals. "Owners who compete, ride or show frequently within the four participating states may find that the passport suits their needs perfectly. Now they can choose either a certificate of veterinary inspection or the passport, either of which will be acceptable. Anyone interested should talk with their private veterinary practitioner."
